This is an issue with Microsoft Update 1607 and affects both Office 2013 and 2016. Office programs are not able to 

Solution: Roll back latest Office updates.

Office 2016:

1. Open elevated command prompt. Click windows button, type cmd, right click, run as administrator.

2. Type "cd %programfiles%\Common Files\Microsoft Shared\ClickToRun" to change the file directory

3. Type "officec2rclient.exe /update user updatetoversion=16.0.8528.2147" where "8528.2147" is the version we are rolling back to.

 8528.2147 refers to Microsoft update 1709.
